Plan for fireworks storage unit in Mayo is shot down

The appeal failed to get off with the ground with the planning board.

An Coimisiún Pleanála has refused planning permission for the installation of an underground pyrotechnics container in North Mayo.

Rocket Pyrotechnics Ltd appealed a Mayo County Council decision to reject the proposal to install a 40 foot shipping container underground for the storage of pyrotechnics, at Rathoma, Killala.

The local authority refused planning stating that given “the lack of sufficient justification for the provision of a pyrotechnics storage facility at this location, and the surrounding pattern of development in the area, it is considered that the proposed development would represent haphazard sporadic development in a rural area, would be contrary to the objectives of the Mayo County Development Plan 2022-2028”.

The council said the Development Plan would only permit commercial development in a rural area where there is a proven need to locate therein and this project "would seriously injure the amenities, or depreciate the value, of property in the vicinity".

The applicant specialises in firework displays, and has operated for 25 years. 

The proposal is for the storage of supplies associated with a firework display business. The site is situated on the land owned by the family of the director of the company.

The appellant stated that the closest house to the proposed site is 247 metres away. It said the container would be positioned in an excavated bunker with an earthen bank placed on top and around the perimeter. Meanwhile, a proposed packaging shed would be used for organising supplies prior to being loaded into vehicles for transport.

“The proposal does not result in an intensification of use and will not draw customers to the area; the proposal is rather storage associated with a commercial business,” the appellant stated.

However, An Coimisiún Pleanála found in favour of Mayo County Council and ruled that the proposed development would be contrary to the proper planning and sustainable development of the area.
