Mayo retail and office project gets the go-ahead 

An Bord Pleanála has given the green light for a project that will see the demolition of a large derelict house in Castlebar.

An Bord Pleanála has granted permission for the demolition of a derelict Castlebar house in order to construct retail units and an office space.

Mayo County Council previously granted planning permission for the project at Mountain View but the decision was appealed to An Bord Pleanála.

The derelict property is located close the the TF Royal Hotel and Theatre and Stephen Garvey Way. The plan is to demolish the house and build two retail units at the basement level, retail space at the ground floor level, and offices at the first-floor level.  The retail floor space would total 949 square metres and the office floor space would total 452 square metres.

The appellant cited several grounds of appeal. They argued that the proposal would be excessive in size for the footprint of the site and expressed concern over the adequacy of proposed fire escape arrangements. 

"The open area in front of the proposed building could become a venue for anti-social behaviour," the appellant added.

The appeal also contended that the development would impact neighbouring properties and overshadow nearby homes. Concerns were also raised over the increase in traffic that the proposal would generate.

However, An Bord Pleanála agreed with the council's decision and approved the project.

"It is considered that, subject to conditions, the proposed redevelopment of the site to provide shops and offices would, under the town centre zoning, be permissible in principle," said the planning appeals board. "The resulting building would be of an appropriate density for its town centre location and, subject to several elevational amendments, it would be compatible with the visual and residential amenities of the area. The omission of off-street parking would be appropriate. Cycle stands should, however, be provided. No water or appropriate assessment issues would arise. The proposal would thus accord with the proper planning and sustainable development of the area."
