A Castlebar councillor has called for clarity around the issue of clamping cars in private car parks after receiving several complaints from members of the public on the matter.

A Castlebar councillor has called for clarity around the issue of clamping cars in private car parks after receiving several complaints from members of the public on the matter.

Independent Cllr Michael Kilcoyne told last week's meeting of the municipal council that he was aware of a case where a woman's car was clamped while she was in a pharmacy collecting medication for an ill child.  

"She was literally there about two minutes and the pharmacy gave her a copy of a video that showed she was there just two minutes.

"This is not good enough at all and needs clarification. Do they need planning permission and also do they need to give notice?

"The clamping charge is €125 and you have to ring the clampers and wait for them to come and they just might not come back for hours, so that needs attention.” 

Head of the municipal district David Mellett replied that clamping is regulated by the National Transport Authority (NTA) so private operators need to comply with the regulations, adding: “I understand the regulations state you cannot clamp within 10 minutes, you have to allow a grace period of 10 minutes to get a ticket or 10 minutes after a ticket has expired. T

“Regarding payment, the mechanisms are that the controller must release the clamp within a reasonable time, and two hours at a maximum."
