ATM in Mayo town 'will not disturb' original features of historic building

An Bord Pleanála has overturned a decision by Mayo County Council to refuse planning permission for the installation of an ATM outside a Castlebar bank.
The local authority had previously rejected the planning application submitted by Bank of Ireland regarding the outside of its branch on Ellison Street.
The proposed development would see the new ATM installed along with alterations to the existing window opening, the removal of a section of the existing stonework plinth and minor internal alterations.
The refusal was made on the grounds that the building was a protected structure and the proposed development would contravene the Castlebar local area plan.
An appeal was made to An Bord Pleanála regarding this decision. As part of this appeal, a revised proposal was made regarding the location of the planned ATM so that it would not disturb any of the building’s original features.
An Bord Pleanála inspector Darragh Ryan said the applicant had addressed the primary reason for the initial refusal. Therefore, he recommended planning permission be granted for the development as it would not injure the amenities of the area or adversely affect the built-up heritage of the area.
He recommended a conservation expert be employed to manage and monitor the works on site and that all repair works be carried out in accordance with best industry conservation practice. An Bord Pleanála, in keeping with its inspector’s recommendations, granted planning permission for the new ATM.
